History of the Enterprise

The "Forestry Innovation and Analytical Centre" State Enterprise ("FIAC" SE) is a state-owned commercial enterprise. It is based on state property and was established in accordance with the order of the State Committee of Forestry of Ukraine dated May 19, 1998, No. 52. Pursuant to the Decree of the President of Ukraine No. 1085/2010 dated December 9, 2010, it falls under the jurisdiction of the State Forest Resources Agency of Ukraine.

Core Activities

SE “FIAC” is an enterprise under the management of the State Forest Resources Agency of Ukraine and performs the functions of the technical administrator of the information and telecommunication system “Unified State Electronic Timber Accounting System” (ETA).

The ETA system was developed and implemented to consolidate and automate the accounting of all timber harvested and sold in Ukraine, as well as operations related to its circulation. Currently, ETA is the only state digital instrument that enables traceability of the origin of every cubic meter of harvested timber — from the moment of harvesting to its sale both within Ukraine and abroad.

Key digital services administered by SE “FIAC”:

• Unified State Electronic Timber Accounting System (ETA) - the core state control tool for forest resource management.
• ETA Module “Logging Permit” - a digital authorization document for timber harvesting.
• ETA Module “Certificate of Origin of Timber Materials” – a tool confirming the legal origin of timber during export operations.
• ETA Module “Exporter’s Electronic Cabinet” – an online service providing information on goods and products that do not cause deforestation in accordance with the requirements of the EU Regulation on Deforestation-Free Products (EUDR).
• "Fires" Automated System – a platform for monitoring and responding to forest fire threats.
• Module “DrovaYe” of the software product “Forest Portal” – an online store where individuals may purchase firewood.
